With reference to your letter of the 13th of January from Mr. Mothersburg
13104 Black, I am directed by The Earl [of Clarendon?] to transmit to you, to be laid before Secretary Sir Edward Bulwer Lytton; the accompanying Copy of a Despatch from Her Majesty's Minister at Washington, reporting the steps he has taken to prevent the return of Kerman to Hong Kong in the capacity of counsel for the United States.
