to the Colonial Auditor to pay
such items as the Consul's accounts.
For the practical working of
this System
"System it will be necessary not only that you should furnish the Colonial Auditor with an annual list of the salaries & allowances
of the China Consulates, as laid before Parliament, which should enable that officer to check the quarterly requisitions for Funds to be drawn receive from the
Consuls,
but also that you
transmit to the Colonial Auditor
Quarterly
quarterly statements of all variations
in the amounts payable to the Consulates, whether caused by the absence of any
of the members, or in consequence of Extraordinary expenditure sanctioned
by you, or from any
other circumstances. The Colonial Auditor being shown
within a reasonable limit, & without
further reference to you,
is to authorise payments from the Commissariat Chest to the Consuls when their quarterly
Requisitions.
The Consuls must be
debited by the Colonial Auditor with
