similar to that entered into with the India Office in regard to Siam, namely that in appeal cases from Japan in civil suits, the Consul-General should be instructed to furnish an annual return which should be repaid to the Colony by Imperial Government.
I am to request that Lord Malmesbury may be favoured with an early letter in order that the Order in Council may be met by the establishment of a scale of fees, while as regards the expense attendant on the Transfer of criminals from Japan to Hongkong, the Governor of that Colony should be furnished at the next meeting of the Council.
