those sections in which it is
provided that in the case
of Civil Suits, an
appeal shall lie to
the Supreme Court at Hongkong, and that in
Criminal Cases Offenders
sentenced under the Order in
Council shall be sent to that
Colony for imprisonment, and I am to suggest, for Sir E. Bulwer Lytton's consideration, whether
it will not be expedient that some Colonial Ordinances should
be passed at Hongkong for the purpose of meeting
the
requirements of the Order in
Council.
I am
to add that
with regard to the expenses
which
may
be thus thrown
upon the Colony of Hongkong, Lord Malmesbury
will be
prepared to adopt an arrangement
