123 reason for exempting such voyagers from the Chinese Passengers Act than for exempting voyages to the United States from the English Passengers Act - We went, I think, too far in adopting the Council's recommendation that voyages not exceeding 21 days should be exempted.

But as that is not satisfactory, it would be better to leave the Law as it stands at present,

of the Passengers Act. The same reasons appear to me to forbid the exclusion of voyagers the length of which is fixed by Law at 45 days.

There is no hurry until a general revision of it takes place.
