It is, therefore, unnecessary to pursue those directions further. But another question was raised in certain resolutions adopted by the Legislative Council which were appended to Sir I. Bowring's despatch transmitting the Emigration Ordinance to Council, and that in order to exempt Vessels carrying Emigrants to Ports in the Straits Settlements, it was proposed to exclude Vessels on a voyage of not more than 14 days. We acquiesced. The Attorney General now argues, first, that the local legislature have no authority to make the proposed alteration in the Law, and that the alteration, if made, would not have the desired effect.

On the first point there can be no question that he is right. The Chinese Passengers Act gives the local legislature power to make regulations for
