I have to acknowledge your letter of No: 102. 3 June the 28th Ultimo, enclosing a Copy of a Despatch from the Acting Governor of Hong Kong, with a letter from the Colonial Attorney General, in reply to H. Bulwer Lytton's Despatch of 2nd April last on the subject of an Ordinance passed by the local Legislature relative to Chinese Emigration.
