It would seem that no proposal had been made by the Company to the Government which the Government could prudently have adopted, and which would not have excited the greatest discontent among the inhabitants. If the matter were to be brought to light it would probably be much better that the Government should give the utmost publicity to the precise terms which it would be prepared to give (except of course the mere matter of payment in the hope that speculation might be taken up by persons of capital interested in the prosperity of the Colony) on reasonable terms as is the case in this Country.

10- But I think that the matter should be referred back to the new Governor with a request that he will examine the project and if it shall appear practicable will bring it before the Secretary of State in such a shape as may render a decision possible.
