I have to acknowledge your letter of 4th instant, enclosing a letter from Mr. J. Bowring, in vindication of the decision taken not to allow the "Royal George" to clear with Chinese emigrants for British Guiana from Macao, but to compel her to come for clearance to Hongkong.
