Papenfuss as relates to the filuep of the repal - the space to be allowed - and the quality and quantity of provisions- and Sir W. Bowsing only proposes to dispense with the severe regulations of the Act. But the heads abour finem comprize almost the whole substance of the regulations of the Chinese Passengers Act. Those regulations require the Emigration Officers before gencing his certificate to satisfy himself (1) that the ship is seaworthy and in a proper state- (2) that the space is sufficient for the passengers to be carried - (3) that a proper supply of provisions, fuel and Water are on board- (4.) that there are proper medicines & surgical instruments – (5) that there is a proper surgeon and Interpreter.

The Emigration Officer is further required to ascertain that the Passengers know where they are going and understand the Contracts they have entered.

13. Now the only things required by the Act beyond what the Council of Hongkong admit to be necessary are the Surgeon and Interpreter - the Medicines and surgical instruments. It can scarcely be necessary to prove the necessity for these. The duty of the Emigration Officers is to ascertain that they know where they are going...
