Miscellaneous Establishment of the maintenance of which Service on a more extensive and efficient footing a sum of nearly $3,400 has been appropriated.
6. No change has been made by the Estimates in Salaries, because I think that the time has arrived for considering comprehensively the position of the Public Servants of the Crown in this Colony, and placing them on a more permanent footing by a Civil List. I hope shortly to submit for your Grace's approval a draft of a Civil List, as the subject is at present engaging my careful consideration.
