It seems that last year, first in which the plan was adopted in 1858 of covering unauthorized expenditure by a Supplementary estimate, and hence the inability in most of the items to quote other authority than the Governor's Warrant or the Colonial Secretary's letter conveying the Governor's sanction of the disbursement.
