which at present amount to
• nearly £900 per annum, and
are
likely
to increase, the proposed transfer would unquestionably be declined, as the proportion of
postage on letters to and from those Ports, to which the Colony
would be entitled under Lord Colchester's letter, would not be
even sufficient to defray the expense
which the management of those out offices would entail upon the Postal Office in Hongkong.

If it is not the intention to transfer these offices to the Colony,
it is assumed that the Packet Agents will have to account
separately to the London Office for their collections of revenue,
be under the direction of
and entirely severed from the Hongkong Postal Office:
Upon the receipt of information on these points I shall take care that no further delay
takes place communicating to Your Grace the decision which may be come to by this Government on the subject of the proposed transfer.
