As regards the proportion of the postage to be allowed to the Colony - Is it intended that the Local Government should receive a penny on each of all letters sent to or received from the continent of Europe and other places, (where a postage of six pence and upwards, is levied) although such letters not pass through the United Kingdom - as for example may be in the case of Malta, &c. ?
