to whom my case appears to have been submitted, received my application as simply founded upon the Treasurer's duties with which I thought I was to be invested under the new system; and if my claims had been based simply on this supposition, I should not certainly again bring it to Your Lordship's notice. It was not, however, my intention to urge this as more than one of the grounds, and perhaps even a subordinate one, upon which I considered myself justified in applying for increased remuneration.

The very responsible duty of issuing all warrants required for the Consular Services, amounting to something like £410,000 a year, and carrying on all correspondence with Her Majesty's Consuls on financial matters, services which formerly appertained to the superintendency of Trade, are now transferred to this Department, whilst at the same time my old occupation of auditing the Consular Accounts has, by the addition of those from Japan, been already nearly doubled, and when the new Chinese Port shall have been opened, will be at least
