I should explain that the unexpended balances of "Works in progress" were due to the commencement of these works, already sanctioned in Sir J. Bowring's time, being ordered by Colonel Caine after Sir J. Bowring's departure in May last. Thus, being commenced late in the year, the services cannot naturally be completed before its termination.
