As to the Harbour Master's Boat House, the present framework has not advanced since my departure in February 1857, and since November 1855 the Harbor master has literally had no Boat house, while for the past four years nearly his boatmen have been sleeping in a cramped shed.

I know that D= Bridges and M = Cleverly both remonstrated strongly against this delay, which was caused by Sir J. Bowring's pontage project to sell the site of Wardley and Company's east house; a sale, which if effected, would have been a violation of the understanding on which that Firm purchased in November 1855, and in opposition to the Instructions of the Secretary of State.

It is absolutely necessary for the efficiency of the Harbor master's Department, as well as for the credit of the Colony, that the work be at once completed.
