The Legislative Council as at present constituted consists, therefore, in addition to the Governor, of the following Members:

Colonel Caine, Lieutenant Governor.
Mr. Mercer Colonial Secretary.
Mr. Adams, Attorney General (Acting Chief Justice), M-Grumm, Acting Attorney General (temporary)
Mr. Forth, Treasurer.
Mr. Rennir, Auditor General.
Mr. Cleverly, Surveyor General
Mr. Jardine
Mr. Lyatt
Mr. Dent

being seven official and three unofficial members - a number which has already received the sanction of the Secretary of State for the Colonies.

But I observe that not only did Sir E. Lytton object to the appointment of an eighth Official member, but also when sanctioning the appointment of a seventh in the person of Mr Forth, Mr Labouchere pointed out to my predecessor that the proportion between the Official and the unofficial members was becoming inordinately and unduly large; and concurring as I do fully in the opinion expressed by Mr. Labouchere on this subject, I
