I have appointed the Attorney General Mr William Henry Adams, "who is at present acting as chief Justice, provisionally to be a member of the Legislative Council, and recommend this nomination for Her Majesty's Confirmation.

The Auditor General Mr. Bron William Hepburn Bonney was appointed to a seat in Council provisionally by my predecessor, but was about to retire in consequence of Sir E. B. Lytton's Dispatch No. 2018 of the 24 March, 1859 declining to sanction the appointment of an eighth Official Member. I have requested this Gentleman, to retain his seat, And now beg to recommend that his provisional appointment as Legislative Councillor may be confirmed in the room of Mr. Tudor Davies resigned - the Office of Auditor General being higher in rank than that of chief Magistrate.

I have also provisionally appointed the Acting Attorney General Mr Frederick William Green to be an Official Member of the Legislative Council ; but as this is only a temporary arrangement consequent upon Chief Justice Hulme's absence on sick leave, this appointment is not submitted.
