of affairs in China quickening its' efficiency.
It will be
seen that Colonel
Cain's recommendations
that the garrison should consist of not less than
1200 British Bayonets
with
800 Sepoys
or
Malays for night duty, and here
to this a corresponding Naval Force
should be added.
The Lord of Hereford believes
that there can
be no doubt that the force at present in Hong Kong is quite
inadequate and should be considerably
