Each such case must be weighed by you, or successors hereafter, (taking twelve years as the minimum term to be undergone) upon its own merits, having regard both to the nature of the original offence, to the behaviour of the prisoner in Gaol, and to the probability of his not inflicting renewed injuries on society.
It must be borne in mind that recommendations for discharge ought to be despatched some months before the date at which they are to take effect, in order to afford time for the receipt of an answer.
