in this tropical Colony cannot but excite Commiseration. Owing to its peculiar position, Hong Kong has more such prisoners than any other tropical Colony that I know of. After very carefully looking into the case and referring to the practice in the great English Convict Stations, I have submitted for the Duke of
Newcastle's
consideration the instructions embodied in the accompanying draft.
