This was our No. 209.

Despatch of March 9 April says it is that Govr Atkinson will be instructed to fix the subject "his Earliest attention.

Any specific instructions will be given him. He has however quite sufficient information to act on if he thinks proper. He need only be reminded of former correspondence.

Too late now to make any alteration for 1860, and the delay will afford time to write to the new Governor to warn him to watch the question directly.

The S. estate with report which will be taken in due course.

I send you a copy of the previous Instruction in August 78 7/10.

Intention is for April.
