that, in consequence of intelligence which has been received from the acting Governor of H. Kong showing the lawless character of the Chinese located in that Peninsula and the difficulties which are presented, by the present state of affairs here to the peaceable control of the Colony, His Grace has thought it advisable to communicate with the Secretary of State for War with a view to instructions being given to the Commanders of H.M. his forces in China to take possession of that Peninsula on the first convenient opportunity; and His Grace would now submit for the consideration of Lord John Russell his opinion that in any future
