Pont I think it right to enclose an account of the riot that occurred at Kowloong on the Kowloong shore two days ago, showing the lawless character of the Chinese located there, and the utter inability of Chinese Authorities to control them.

I by no means endorse all the opinions of the Newspaper writer. But the facts as stated by him are in the main correct, and illustrate the difficulties which the present state of things on the other side of our Harbor throws in the way of our Police in the Colony.

I trust the period is not distant when the Kowloong shore shall be placed finally and solely under the jurisdiction of Hongkong.
