With reference to my letter of the 10th ults I am directed by the Secretary of State to transmit
to you for the information of Mr. Secretary Herbert copy of a despatch from the
acting Governor of Hong Kong forwarding plans shewing the ground which
on the requisition of the Major General Commanding, the Colonial Government has agreed to hand over to the War Department.
