The Governor will of course come under the second class; under which would also come the Lieutenant Governor, should that Office be filled up after my approaching departure.
Under the third class will be included the members of the Executive Council, of whom two are provided for, namely the Governor and the Officer Commanding the troops, and the other two are "the Colonial Secretary and such officer as may be nominated on my departure," this in accordance with precedent I presume would be the Attorney General, whose profession furnishes him with a distinct dress. In effect then the Colonial Secretary at the present time is the only officer coming under the third class. I await however the detailed list promised in the Schedule of Classification attached to Despatch - (vide Mems: in your class 3).
Under the Fourth Class I would place the members of the Legislative Council, including the non-Official members who are here not in strict sense elective, but hold their Office from the Crown.
Of course under this head would come the Colonial Secretary, were he not a member of the Executive Council, and the Treasurer and Auditor General even were they not Members of the Legislative Council, and to them I would add as heads of Principal Departments the Surveyor...
