Mr. Tarrant made no reply to the point brought to concluding his notice in the concluding paragraph, and up to this date the only part of Regina V. Farrant that has reached this Government is the introduction, pp. 100 to 104. The preceding portion i.e. the first 100 pages had already been forwarded hence to the Colonial Office, and Mr Farrant was so informed.
As there were only 5 pages of new matter with a prospect of 100 more to follow, it was manifestly out of Sir J. Bowring's power to comment on matter (Regina V. Farrant), and it is equally out of mine, for notwithstanding that Mr Farrant has been reminded (as stated above) of his failure to fulfil his promise and send the balance of the printed Report, he has not yet considered it worth his while to furnish us with any further portion of such Report.
Under these circumstances I trust that Sir John Bowring and all connected with this Government will be exonerated from the implied charge of
