I think it is desirable that the Light Vessel should be well armed with heavy gun pieces and manned by men determined to defend her, as from the frequent visits of Pirates and Wreckers, who would find a Light Vessel inimical to their trade, they would use all their endeavours to destroy it; she should also, as well as the Light House, be provided with a Life Boat, and a whale Boat for the purpose of saving the crews of wrecked vessels.
