to each vessel, and the above estimated expense may be stated in Sterling at say £4500 per annum.

This sum I would propose to include their maintenance.

For the means of communication the vessels must be entirely dependent on the men of war in this Harbor.

I regret that I cannot give any very decided Opinion on this subject, which is one that seems to come more within the province of the Naval authorities.

I beg again to refer to the correspondence above referred to that has already passed between this Government and the Colonial Office.
