"Natal, He... It is not at all applicable to the cases of Military Officers who are sent out to perform distinct functions and who are commissioned as Lieutenant Governors for the only purpose of administering the Government in the event of the death or during the absence of the Governor!"

I was appointed in February 1854 Lieutenant Governor to administer the Government of this Colony vide Despatch of 15th February 1854, signed by Mr. Peel, Under Secretary of State, by direction of His Grace the Duke of Newcastle. I was to be subject to the direction of the Governor in cases where the Governor might consider it for the benefit of Her Majesty's Service to interfere with our Acts.

I administered this Government from April 1854 to late in June 1855, causing no expense to the Colonial Government here for my passage. I am now administering this Government until the arrival of the new Governor, when I shall return home under orders from the Secretary of State. The moiety of Governor's passage money is under my present circumstances of the gravest importance to me; therefore I earnestly beg for your permission to draw that moiety.
