Colonial Regulations, which distinctly lays down that "Wherever a Lieutenant Governor is appointed "to a Colony in which a superior Governor is resident, and "exercising all the functions of his office, he will "be entitled to receive a moiety of the "passage allowance assigned by "the Regulations to the Governor "under whom he is about to serve."

I would also like to quote an extract of a despatch from Lord Grey when Secretary of State for Colonies, No. 20 of 9th January 1851, in reply to Sir George Bonham's Despatch No. 99 of 29th October 1850, forwarding Major General Staveley's application for a moiety of the Government Passage Money to enable him to bring his family to England.

Lord Grey's words are: "The Major General grounds this request upon the Regulation inserted at page 32 of the Book of Colonial Regulations. The Regulation to which Major General Staveley refers was adopted to meet the cases of those Lieutenant Governors only who are selected and Commissioned in that Capacity, to administer the Government of some part or parts or dependency of another Colony in which the Governor is resident, as for instance the smaller West India Islands,
