I beg to state that in the early years of the Colony, it was found convenient to adopt the Ghaut Serang System here, it being workable with less trouble than any other under a newly organized Government, owing to our proximity to the Indian ports where it flourished, the Lascar being accustomed to its action, in fact knowing no other; but as the evils resulting from it became apparent, affording so many facilities for the Ghaut Serang and his Deputies to plunder the Lascar, it was done away with about 7 or 8 years ago, and since that time there has existed no distinction in the
