necessary that the suggestions contained in these
Communications
should receive careful consideration of the Legislature
of Hong Kong before the Government can give its
sanction to
any
enactment either for granting exclusive privileges
in selling gas or for the incorporation
of
a company for the purpose of lighting the town of Victoria.
