local Government. His Grace wishes
to observe that the
conduct of the Officer in command
on this occasion
was rarely
in accordance with
the spirit of the
circular despatch from this office,
of which I enclose a copy,
the object of that circular
being to establish
a communication between the officers
of Chief Authority
