Meerut September 18th 1896.

My dear Sir,

In transmitting the enclosed Memorial from Lieutenant Caine, for submission to H. R. H the Commander-in-Chief, praying to be removed from the 14th Regiment to such other Regiment as may be destined to relieve that Corps, I beg to offer my most favorable opinion of this very promising officer, in whose welfare I know that the late Major General Hardyman was much interested, and since he has served under my Command, I have had constant opportunity of observing him. Major General Sir Herbert Faylor K. C. B.

Here is the corrected version in HTML format as requested. I have corrected spelling errors (e.g., "Septembis" to "September", "mest" to "most", "Commander in chief" to "Commander-in-Chief"), fixed spacing issues, and rejoined broken sentences while maintaining the original content and structure as much as possible. I also removed unnecessary line breaks and corrected minor errors to improve readability. Note that I did not translate any text, and I preserved the original page structure and content.
