With respect to the grounds on which it is proposed to grant Colonel Caine a pension I am to refer you to my letter above mentioned, which explains that the Office of Lieut. Governor of H. Kong is abolished with a view to economy and the interests of the public Service.
His Grace has therefore only to add that as a considerable saving both to Imperial and to Colonial funds will be effected by the appointment of Sir Hercules Robinson as Governor, and the
