Whilst soliciting this assistance founding the grant as a special case by me whilst upon an active duty, I had grounded hope for consideration as an old Soldier. In that connexion I be to refer to the promise of the late Lord Aylmer (as is on record at the Store Guard whilst my third son was undergoing his education for the Army, and again after passing) Commission without purchase, to His Lordship's lamented death. I was compelled to purchase in the 27th Inniskilling's Regiment: here was a clear gain to the Exchequer.
Officers from first to last, 575. I would respectfully submit that should my Lords be pleased to concede my prayer any grant that may be graciously made to me, will not by any means be a loss to the National Exchequer. In setting forth my services during a long and varied Military career, and shewing that having been fortunate enough to have earned the approbation of all my Commanding Officers, which owing to His Lordship's inadequate Salary, was a pure boon; I would respectfully submit that any grant made to me will be a gain manifestly in the face of my pure moral right.
I do not do this to complain of it. The Horse Guards is of course justified in proceeding upon its own regulations. I merely exhibit the instance to shew, that the Public Exchequer has in this case benefited.
