Could completely sort the whole of the mail so that on the arrival of the Packet the Letters you might be immediately delivered. One Room in the Mail Steamer would have to be fitted up as a duplicate on a small scale of this office and some intelligent and trustworthy person from this office would be the only fit person for the duty, he should have a salary of at least £500 per annum, he should be bound in a Bond of £2000 for the due and faithful discharge of his duties and be prohibited under any circumstances from admitting any passenger or officer of the Packet, under any pretence whatever, from entering his room at any portion of the voyage.
In Conclusion I would add that the few members of the Mercantile Community here to whom I have communicated these Suggestions are much pleased with them, and would highly approve of either one or the other of them being carried out, and I have taken the opportunity of making these suggestions to His Excellency Sir John Bowring previous to his departure, in order that he may personally make you acquainted with the desirableness of the same being carried into effect. Should one or the other of the plans suggested by me meet the views and approval of His Lordship the Post Master General and Yourself.
