I beg to add that Her Majesty's letter in Council dated 13th June 1833, (Article 45) Distinctly recognizes the fact that Macao is not a dependency of China, and in the ambiguous position in which any British Authority is placed there, the Consular Agent being accredited to the Portuguese Government, I did not deem it right to invest him with the functions of Immigration Agent.
