Canton and its neighbourhood, have happily led to the important result of legalizing the Departure of willing Emigrants. I had much conversation with the high Mandarins on the subject on a late visit to Canton and have now the honor of forwarding two notifications from the Governor of Kwantung and the District Magistrates and another from the Allied Commandant in Canton in reference to this important subject. More detailed particulars have been sent to Her Majesty's Secretary for Foreign Affairs.
