Mr Mercer quoted Despatch of His Excellency Sir John Bowring No 12 of 9th January 1856, in which the selection of a Barrister for Chief Magistracy was suggested in order to meet a contingency like the present, - and Mr. Mercer urged the advisability of adhering to the arrangement then proposed, and placing the Chief Magistrate on the Bench of the Supreme Court in place of Mr Hulme.
