As my name is mentioned several times in the memoranda I beg to make the following explanation respecting the different items.

Before proceeding to reply, I must take this liberty to state that up to the time of the arrest of Mong Akea I had no reason to suspect that he had been guilty of any crime, and I always looked upon him as one from whom I had received much valuable and truthful information which enabled me to gain the expressed approval of the Government and the Public - that he was the Security of the Fish Markets in Hongkong, and whatever transactions involving money...
