I have the honor to acknowledge
the receipt of your
letter No. 223 Covering
copies of Mr May's Memoranda and
also a letter from Mr Wade.
You will oblige me by returning My thanks to His Excellency The Governor
for his courtesy in causing this Communication
to be made to me. There is but one
observation which presents itself to me as
