his conduct as public servant, although

the transactions which took place in his department during his tenure of office may of course come incidentally under review.

The remaining officer against whom the accusations contained in these papers are mainly directed, and whose case requires particular attention, is Mr Caldwell. It may be thought sufficient that the conduct of that gentleman has been already the subject of a very searching investigation at the hands of a competent board of inquiry.
