two observations :

If you look at Paragraphs 6 & 7 of Sir F B's despatch No. 10828, and at the Assertions contained, p. 9..10 of the "Report", annexed thereto, you will see how impossible it would have been for any Government to retain such an officer.

Altogether I think it may be fairly printed out, that the duties of that office are such, that the officers holding it must be on good terms with the Executive: that he is in fact the servant of the Executive for general assistance, rather than confined to the limited duties of an independent office : & therefore Not bound by his official position to be subservient to just a sufficient cause for itself, there was ample cause to end his official continuance in the Tie, a restoration to it, impermissible.

The next point which seems to me to require notice is this : W Anstey throughout protested against acting under W Caldwell. Before a Committee Commission, on the Ground that he had appealed to the Earl of State on these charges.
