In reference to your application I must refer you to the despatch addressed to Gov. by Lord Stanley on the 12th March 1858, from the Conclusions of which I see no reason to depart.
With regard to the abuses which, in the memorial and in former despatches, are said to exist from the actual illegal establishment of such gambling houses in connection with the police, I must point out that it is the duty of the Executive to control such houses within the proper and legal limits.
