and assuming that, as a proper basis to work from, I find that during the year 188- cheques were drawn from the Commissariat
& to account of the Parliamentary Vote on account of Hongkong etc. for payment to Shanghai, viz £28183.1.3. to which must be added the balance in hand, making in all a sum of £2982.8.24.
3. The expenditure during the period amounted to £20314.16.2 leaving a balance due to the Colony of £119.4-
4. In like manner during the present year the receipts up to the date I have seen £1800s cheques while the payments amount to £2841.10, since that period I find also that several expenditures have occurred but unaccounted for and I would therefore suggest that money should be drawn from the Commissariat to make good these deficiencies
and also to leave a sufficient amount in your hands to meet the current expenses of the Diplomatic and Consular Services.
