I certify that the Honorable D. C. Anstey Attorney General has been suffering for the last year from Dyspepsia; and for the last 6 weeks from Neuralgic headache of so severe a character as to have seriously impaired his health and constitution. I therefore beg to recommend that he may be permitted to proceed to England by the earliest opportunity for the recovery of his health.
