Hong Kong, 28th January 1889.
The enclosed Medical Certificate of Staff Surgeon Dr. Menzies, under date yesterday, ought to have been sent up to you yesterday, with my letter of the same date, referring thereto, and requesting a Divisional Officer's Sick leave for the purpose of proceeding to Europe by the "Cadiz" Steamer, in pursuance of Dr. Menzies' advice.
I was not until half an hour ago that I discovered that the enclosed had not been sent. I was very ill at the time.
The Honorable M. I. Mercer,
Acting Colonial Secretary,
Hongkong.
